Fans spin up when something is hammering the CPU. Open Task Manager and see what is pegged high, then close it.

Blocked airflow
On a bed or couch the vents get covered. Use it on a hard flat surface or a stand so air can move.

Blow it out
With the PC off and unplugged, use a can of compressed air to clear the vents and fan blades.

Our Florida summers push fans harder. A cooler room helps the fan ease off.
Heads up: Always shut down and unplug before opening the case or spraying air inside. Hold the fan blades still so the air does not over spin them, and do not use a vacuum, it can build static.
